I'm guessing Bush meant the days of the early republic, when pamphleteers (are said to have) frequently published highly partisan and sometimes libellous anonymous accusations against figures like Washington, Adams, Jefferson, and others. I'm not aware that any one particular year stood out, so this remains a guess. Who Bush sees as pamphleteers is also a good question; it might be this is a sidelong reference to certain quarters of the blogosphere.

You're much more charitable that I am, Thomas. I think that he was half-remembering a book (or an executive summary of a book) that he might have read at some point, but you're probably right about the subject matter. Some of that pamphleteering was literary art, some of it was just plain scandalmongering. Perhaps Bush thinks that both types are threatening.
