FEMA OFFICIAL: GREEN CARD ONE CONDITION FOR AID?

The print edition of El Tiempo Latino this week reports in an editorial the following:

Un representante de la agencia federal para situaciones de emergencia, FEMA, decía en un canal de televisión que la "green card" era uno do los requisitos para recibir ayuda.

I couldn't find any reference to this episode in any other sources, but if it's true either that FEMA is checking green cards before giving aid, or that an official has encouraged fears that this would be the case, that's shameful.
