What does Phillips mean when she refers to a "more pervasive definition of power" advanced by feminists since the 1960s (253)?

Why does Phillips argue that "the sphere of sexual relations cannot be treated in exactly the same way as the sphere of work or the sphere of conventional politics" (258)? Think about this question with reference to Phillips's discussion of abortion and household work in particular.
